Language Day was institutionalized in Colombia through Decree 708 of April 23, 1938, during the administration of President Alfonso Lopez, was Minister of Education José Joaquín Martínez Castro.

- Death of Miguel De Cervantes Saavedra, the April 23, 1616 . His biographers and scholars know the exact date of his birth. Only established that he was baptized on October 9, 1547. - Birth of Marco Fidel Suarez in Bello, Antioquia 1855. author of the works "Prayer to Jesus Christ" and "Dreams of Luciano Thumb", this last of 12 volumes, entered all his literary work. He was President from 1918 to 1922. He died on April 3, 1927, in Bogotá at the age of 72 years.
